insolvenza e welòfare europeo, tratto dalll suggerimento bolognese, che ho
allargato e ampliato ai temi del welfare.

IN attesa della bozza /draft sul primo workshop che Aitopr ha pronesso

I attach below an outline of the workshop on austerity policies,
insolvency and European welfare, based on suggestions from Bologna, which I
expanded and extended to issues of welfare.

La crisi finanziaria e sociale europeo ha avuto finora una sola risposta:
la necessità di una politica di austerità. Conosciamo già i risultati.
L'esempio greco è abbastanza evidente, dopo 5 leggi finmanziarie lacrime e
sangue il rapporto debito / PIL , invece di essere ridotto, è ancora
aumentato. E 'chiaro che l'obiettivo di questo "finanziarie"(In Greekland,
Italia, Spagna, Portogallo e dovunque) non ha nulla a che fare con la
stabilità di bilancio, ma ha molto a che fare con il processo di
finanziarizzazione del welfare, privatizzazione ed espropriazione dei beni
comune e lo sfruttamento della forza lavoro.

L'Europa ha bisogno di una politica economica alternativa.

Suggeriamo due punti, che ci piacerebbe discutere in questo workshop.
1. La critica del debito e le pratiche di insolvenza possono essere
elementi di ricomposizione dal basso dei movimenti. Il debito è visto oggi
come un ricatto generalizzato e come una nuova forma di sfruttamento
biopolitico: questo meccanismo viene percepito, con chiarezza, da una parte
grande della società, e può essere tematizzato in aree eterogenee e più
grande del tradizionale attivismo, come il movimenti come il 15M spagnolo o
"occupys degli Stati Uniti". In particolare negi Usa possiamo vedere come
l'esperienza delle occupazioni delle case, per i quali il mutuo non possono
essere pagati, si sta spontaneamente diffondendo. E 'chiaro che nel
contesto della crisi attuale il tema dell'insolvenza può diventare un
possibile contropotere finanziario, un campo attraverso il quale si
attaccano materialmente le operazioni di finanza e si mira alla
riappropiation democratica della finanza.
2. Un nuovo welfare europeo, in grado di essere adeguata alle nuove forme
di valorizzazione. Pensiamo che potrebbe essere basato su due pilastri
principali: un reddito di base incondizionato, e il libero accesso ai beni
comuni (materiali e immateriali), Il nuovo welfare deve essere finanziato
da unica politica europea in materia di bilancio, in grado di superare le
politiche fiscali nazionali.

In questo workshop ci chiediamo: Quali battaglie possono essere aperte
tema dell'insolvenza nei confronti dei creditori pubblici o privati?
Come pensare e produrre il passaggio dalle pratiche di resistenza contro
l'espropriazione dei beni comuni e la
riappropriazione dello stesso tipo per le pratiche che costituiscono il
Comune?
Che tipo di strumenti possiamo organizzare al fine di avviare una
battaglia per un reddito di base europeo, condizioni di lavoro migliori (in
termini di salari, diritti dei lavoratori, la riduzione del tempo di
lavoro, superamento della condizione di precarietà)?

The European financial and social crisis has had till now only one
response: the necessity of austerity policy. We already know the results.
The Greek example is quite evident, After 5 recessive budget laws the greek
debt/Gnp ratio, instead of being reduced, is still increased. It is clear
that the ratio of this budget policies (In Greekland, Italy, Spain,
Portugal and anywhere) has nothing to do with the budget stability, but has
a lot to do with the process of financialization of welfare, privatization
and expropriation of common goods, and exploitation of labour force. 

Europe needs an alternative economic policy.  

We suggest two points, we’d like to discuss in this workshop.
1.	The critique of the debt and the practices of insolvency can be
elements of the recomposition from the bottom of the movements. The debt
today is seen as a generalized blackmail and as a new form of biopolitical
exploitation: this mechanism is felt, with clarity, from a big portion of
society, and it can be thematized in heterogeneous and bigger areas of the
traditional activism, like the movements such as the spanish 15M or the
U.S. occupys'.In particular in the States we can see how the experience of
the occupations of the houses, for which the loan can't be paid, is
spontaneously spreading. It is clear that in the context of the actual
crises the theme of the insolvency can become a possible financial
counterpower, a field through which attack materially the finance
operations and aim to the democratic riappropiation of the finance.
2.	A new European welfare, able to be adequate to the new forms of
valorisation. We think it could be based on two main pillars: an
unconditional basic income, and the free access to common goods (both
material and immaterial), This new welfare should be financed y a unique
European budget policy, able to overcome national fiscal policies.

In this workshop we ask: What battles can be opened on the right of
insolvency against public or private creditors, on the "non" return of the
money allocated in the loans of different nature and in the home loans, on
the refuse to pay common goods and foundamental services?
How to think and produce the passage from the  practices  of resistance
against the expropriation of common goods and the
re-appropriation of the same to the constituent practices of the Common?
Which kind of tools can we arrange in order to start a battle for an
European basic income, better labour conditions (in terms of wages,
workers’ rights, reduction of labour time, beyond the precarity condition)?
